They are built based on almost the same code base. The only difference is you can't modify the file in Viewer and you can in Editor.
Not easily. It is intended for modifying an existing HIPAA file, not building a brand new one. It is very easy for user to change the money amount, a date time value, or a patient's name... by using the Editor.
